CROSS Funding Partnership Bridges Gap in Public Sectors Energy Efficiency Efforts

The innovative Carbon Reduction One Stop Shop (CROSS) Funding Partnership launched two weeks ago to assist social housing providers in achieving their Decent Homes, fuel poverty and climate change targets has proven to be an overwhelming success based on the high level of response rates following the Partnerships announcement.

Established by the Local Government Association following recommendations by the LGA Independent Climate Change Commission, the Enact managed scheme has sought support from a wide range of government and industry bodies, and is currently enjoying further support from many social housing providers who have contacted the Partnership with a view to becoming involved in its united goal; to reduce CO2 emissions for a cleaner, greener Britain.

The considerable response is understandable. The Partnerships’ revolutionary process by which it will achieve reduced CO2 emissions in social housing providers properties whilst enabling utility companies to bid for the resultant energy savings through a monthly auction, has proven to be the solution to many social housing providers energy efficiency worries.

By simplifying and overseeing the process of application for energy efficiency measures funded by utility companies through their CERT obligations, through to the actual installation of the works, Enact is equally encouraging both the larger and more significantly the smaller social housing provider to apply to the Partnership.

The revolutionary economies of scale approach to sourcing funding for energy saving measures on a national scale is of significant benefit to not only the major housing provider but also the smaller RSL who previously may not have applied to CERT for funding due to a lack of understanding of the benefits and regulations of getting housing stock up to standard and who to approach to assist with the task.

Judging by the initial responses to the Partnership it seems that the LGA and Enact have bridged a gap in the private sectors energy efficiency efforts, offering a real incentive and solution to social housing providers’ targets and their tenants’ needs.
