Q. Who can apply?

All social housing providers, big and small, are invited to apply to the CROSS Funding Partnership for grant assisted energy efficiency measures including loft and cavity wall insulation.


Q. Why use the CROSS Funding Partnership?

We will bring together a number of RSLs and LAs from across the country that have properties requiring insulation work. Because these will be combined into one large scheme the utility companies will offer more funding for the savings, which will therefore mean you will need to contribute a lot less towards the work.


Q. How many properties do you have to submit?

You can submit as many properties as you like, even if it’s only one.  There is no maximum or minimum number of properties.


Q. What work can be funded?

Loft and cavity wall insulation works.


Q. Where does the funding come from?

We are accessing CERT funding from a number of energy suppliers. CERT, previously the Energy Efficiency Commitment (EEC2), is the government’s main policy instrument for reducing carbon emissions from existing households. CERT is due to run from 2008 - 2011. Under CERT energy suppliers are obliged to make CO2 savings to meet their CERT targets and funding insulation measures is a way in which they can achieve these energy savings.


Q. How often will the auction take place?

The auction process occurs bi-monthly, with the auction taking place in the third week of that month.


Q. What information do you require?

We require the number of properties requiring the work, the type of property, the number of beds within each property and the measure required. If you are unsure of the loft depth we will always default to a loft depth of greater than 60mm. Under the new CERT programme there are two loft depth definitions: 0 - 60mm and 61mm and over. The average home has a loft insulation depth over 61mm.


Q. Is there lots of paperwork?

The only paperwork that needs to be completed is a contract between yourselves and Enact and also a social housing declaration form, this form is used to declare the percentage of priority customers. With options 1 and 2 contracts will also need to be signed between the LA/RSL and installer.


Q. Can we only apply once?

No, you can apply as many times as you like until all of your housing stock has had the required work completed. However, you can only submit a batch of properties once. You are not permitted to submit the same batch of properties each month to see if the funding increases.  You can however increase the number of properties and submit this as a new batch of work.


Q. Who carries out the work?

This is up to you. If you have an installer that you have worked with before you are welcome to use them. However, we are also able to manage the work for you and assign one of our own registered installers.


Q. How soon after the auction will we know what funding we will receive?

Once the auction has finished we will calculate the exact funding you will receive and inform you within 5 working days of the auction ending.


Q. Do we have to accept the funding?

No, by entering into the auction you are not under any obligation to accept the funding that is offered.


Q. How will we know the work has been carried out?

Under the agreement Enact will carry out technical monitoring of 5% of all completions and the findings from this will be forwarded to you.


Q. Will we get a report detailing all the work carried out and the actual CO2 savings that have been generated?

Yes, once all the work has been completed and details provided by the installer you will receive a report detailing the exact work that has been carried out and the total CO2 savings this work will generate.
