The management of the CROSS Funding Partnership has been awarded to Enact Energy, a company with over 12 years experience in this arena. Through the partnership Enact provides LAs and RSLs with a comprehensive one stop shop for funding, information and support whilst offering utility companies an easy method of achieving CERT compliant CO2 savings with minimal administration. An optional full project management service is also provided by Enact for those organisations wishing to make the process even simpler.
The CROSS Funding Partnership Process:
- To enter the auction process your first step is to provide Enact with a list of your properties in need of energy saving measures. Enact will outline the specific property details required including the energy saving measure, the number of properties and the percentage of inhabitants on benefits.
- Enact will calculate the expected level of funding from the energy suppliers based on the CO2 savings that would result from the energy saving measures required.
- Installer costs for the works will be ascertained; you are invited to use Enact installer pre-tendered rates, or to source your own rates. You are able to choose at this stage if you would require Enact to manage the whole process for a small additional charge, or if you would rather manage the process in house. If Enact is to manage the process, using the data collected Enact will calculate the amount of additional investment you may need to provide in order for the work to be carried out should the CERT funding from the utility companies not cover all costs. If you have chosen to manage the process in house, you will be required to calculate the additional costs.
- Where applicable if the additional costs are acceptable (in principle), the CO2 savings from your project will be put together with other LA/RSL projects and offered on an auction basis to all energy suppliers in Britain.
- The CERT funding from the highest bidding utility company will then be used to make an official offer of CERT funding to you
- If you decide to proceed with the work, contracts need to be signed at this stage; three contracts are available to suit the flexible options available in step 3.
- Works commence over an agreed period.
- As works are completed, installers submit completions to Enact to pass to the winning energy supplier to process and pay the agreed CERT funding. If Enact is managing the process Enact then forwards the CERT funding to the installer. If you choose to manage the process in house Enact passes the CERT funding to you to then pay your chosen installer.
- At no additional cost to you, Enact will arrange technical monitoring of 5% of all completions to ensure the work has been carried out to correct specifications.
- Enact will produce a free report detailing total CO2 savings achieved as a result of the energy saving measures installed through the CROSS Funding Partnership.
